भोपाल। भ्रष्टाचार के खिलाफ और सिस्टम में पारदर्शिता के लिए काम करने वाली संस्था ट्रांसपेरेंसी इंटरनेशनल ने मुख्य सचिव मप्र शासन से अनुरोध किया है कि वो मप्र में लोकायुक्त एवं उपलोकायुक्त के पदों पर कृपानियुक्तियां करने के बजाए योग्य अभ्यर्थियों से आवेदन आमंत्रित करने के लिए विज्ञापन जारी करें नहीं तो ट्रांसपेरेंसी इंटरनेशनल अपनी ओर से विज्ञापन जारी कर देगी।

मित्रो, आज मध्यप्रदेश सरकार के मुख्यसचिव से अनुरोध किया है कि वो लोकायुक्त और उपलोकायुक्त के पदो पर नियुक्ति के लिए पारदर्शी प्रक्रिया अपनाये और योग्य लोगो से आवेदन बुलवाने हेतु विज्ञापन जारी करे। हमने सरकार से कहा है की यदि सरकार 13 जून तक विज्ञापन नहीं जारी करेगी तो हम अपने खर्चे पर विज्ञापन जारी कर योग्यतम व्यक्तियों से अनुरोध करेंगे की वो अपना बायोडाटा मप्र सरकार के पास भेजे। आप सबको पता है की मप्र के उपलोकायुक्त का पद 1 फ़रवरी 2014 से रिक्त है और लोकायुक्त साहब 28 जून को रिटायर हो रहे है। अब इस बार हमें ईमानदार लोकायुक्त और उपलोकायुक्त चाहिए जो मप्र की जनता को भ्रस्टाचार से मुक्ति दिलवाए।

As you would be aware that the post of Up Lokayukta is laying vacant from 1st February 2014 and also the present Lokayukta is completing his 6 year term on 28th June 2015. In this regard I would like to request that the MP govt should adopt the transparent process such as by inviting applications through advertisement which will help govt to find the best suitable persons for these important posts.
I would like to bring to your notice the Circular dt 17th January 2014 ( a copy is attached with the mail) regarding the appointment of the Lokpal and members at the Centre. The circular has been released by the Ministry of Personnel, Public Grievance and Pensions (Department of Personnel and Training)(GOI) for the fulfillment of above mentioned objective. The Circular is inviting applications for the appointment for the post of the Lokpal and the members. As an RTI activist I appreciate the effort on part of the Central government.
It is also mandatory for the govt to respect Article 16 of the Indian Constitution which speaks of equality of opportunity. My objective to write this letter is to request you to adopt the same procedure in the state in transparent manner. I had made a request earlier last year on 19th January 2014 but till date I have not received any reply in this regard.
I would like to inform you that if government does not adopt a transparent mechanism for such recruitment within 10 days from now ie 4th June 2015 I on behalf of people of Madhya Pradesh would issue a public advertisement to fill the above mentioned positions In this advertisement i will make a request to all the eligible persons suitable for the above ,mentioned posts all over India. I will request them to send their bio data to the Madhya Pradesh Government.
It is also important to mention that in response to my petition regarding the appointment of the Information Commissioners in the State Information Commission, MP High Court has ordered the MP govt to advertise the post for the appointment of the Commissioners in State Information Commission. As a result of which the MP govt invited the applications for the abovementioned posts. Keeping in view the importance of the issue of transparency it should be respected in this anti corruption watch dog body.
