भोपाल। मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में आज मंत्रालय में हुई मंत्रि-परिषद की बैठक में प्रदेश की चार सिंचाई योजनाओं के 18 हजार 490 हेक्टेयर कुल सैंच्य क्षेत्र के लिये 557 करोड़ 61 लाख रूपये की प्रशासकीय स्वीकृति दी गई। इसमें सीहोर जिले की 'कान्याखेड़ी सिंचाई परियोजना' के कुल सैंच्य क्षेत्र 2400 हेक्टेयर के लिये 102 करोड़ 71 लाख रूपये, बैतूल जिले की 'निरगुढ़ सिंचाई परियोजना' के कुल सैंच्य क्षेत्र 3500 हेक्टेयर के लिये 99 करोड़ 87 लाख रूपये, बैतूल जिले की 'घोघरी सिंचाई परियोजना' के कुल सैंच्य क्षेत्र 9990 हेक्टेयर के लिये 318 करोड़ 86 लाख रूपये और 'झिन्ना सूक्ष्म सिंचाई परियोजना' के कुल सैंच्य क्षेत्र 2600 हेक्टेयर के लिये 36 करोड़ 17 लाख रूपये की प्रशासकीय स्वीकृति शामिल है।
अनुसूचित जाति वर्ग के लिये दो वर्षीय कोचिंग योजना
मंत्रि-परिषद ने प्रदेश में अनुसूचित जाति वर्ग के प्रतिभावान विद्यार्थियों के लिये नवीन योजना राष्ट्रीय प्रतियोगी परीक्षाओं जेईई, नीट, एम्स, एनडीए एवं क्लेट इत्यादि की तैयारी के लिये 'दो वर्षीय कोचिंग योजना' की स्वीकृति प्रदान कर इसे वर्ष 2018-19 से वर्ष 2019-20 के लिये संचालित करने का निर्णय लिया। इसी के साथ अनुसूचित जाति कल्याण विभाग के तहत अनुदान प्राप्त अशासकीय संस्थाओं के पात्र शिक्षाकर्मियों/ संविदा शिक्षकों को एक जुलाई 2018 से अध्यापक संवर्ग के समान वेतनमान का लाभ देने का निर्णय भी लिया गया। सीनियर छात्रावासों के संचालन की योजना में अनुसूचित जाति वर्ग के छात्र-छात्राओं को अपने निवास स्थान से पृथक स्थान पर आवासीय सुविधा उपलब्ध करवाने के लिये योजना को वर्ष 2017-18 से 2019-20 की अवधि के संचालन की निरंतरता देने का निर्णय लिया गया।
उमरिया में बनेगा स्टेडियम
मंत्रि-परिषद ने उमरिया जिले में स्टेडियम निर्माण एवं संधारण की योजना को मंजूरी देते हुए इसके लिये 1 करोड़ 55 लाख 12 हजार रूपये की स्वीकृति प्रदान की।
वनरक्षकों की वेतन विसंगतियों का हुआ निराकरण
मंत्रि-परिषद ने वन विभाग के वनरक्षक के कनिष्ठ वेतनमान (ग्रेड वेतन 1800) और वरिष्ठ वेतनमान (ग्रेड वेतन रूपये 1900) को एकीकृत कर 8 सितम्बर 2014 से ग्रेड वेतन रूपये 1900 करने की वन विभाग द्वारा की गई कार्यवाही का कार्योत्तर अनुमोदन किया। वन विभाग द्वारा ग्रेड वेतन रूपये 1800, 1900 और 2100 अथवा इनके तत्स्थानी वेतनमानों में की गई सेवावधि की गणना कर 8 सितम्बर 2014 या इसकी पश्चातवर्ती तिथि को 10 वर्ष की सेवावधि पूर्ण होने पर समयमान वेतनमान के लिये अन्य निर्धारित अर्हताएँ होने पर ग्रेड वेतन रूपये 2400 के लिये पात्र मानने का निर्णय भी लिया गया। इसी प्रकार, वन रक्षक द्वारा ग्रेड वेतन रूपये 1800, 1900, 2100 और 2400 तथा इनके तत्स्थानी वेतनमानों में सेवावधि 20 वर्ष होने पर 8 सितम्बर 2014 या इसकी पश्चातवर्ती तिथि को समयमान वेतनमान की अन्य निर्धारित अर्हताएँ पूर्ण होने पर ग्रेड वेतन रूपये 2800 के लिये पात्र मानने का निर्णय लिया गया।
अन्य महत्वपूर्ण निर्णय
मंत्रि-परिषद ने राजस्व मण्डल ग्वालियर में डाटा एन्ट्री ऑपरेटर के छ: नये संविदा पद निर्मित करने का निर्णय लिया। इनको मानदेय सामान्य प्रशासन विभाग द्वारा जारी संविदा नियुक्ति नियमों अनुसार दिया जायेगा। बैठक में लोक स्वास्थ्य यांत्रिकी विभाग के तहत 44 अस्थाई संरचनाओं तथा 4709 पद को स्थाई और 146 अनुपयोगी पदों को सांख्येतर घोषित करने का निर्णय भी लिया गया।
मंत्रि-परिषद ने मध्यप्रदेश विद्युत नियामक आयोग द्वारा 3 मई 2018 को जारी टेरिफ आदेश से लागू विद्युत दरों में राज्य की सब्सिडी को मंजूरी दी। इसी के साथ, आयोग द्वारा वित्तीय वर्ष 2018-19 के लिये लागू विद्युत दरों में उपभोक्ताओं को छूट देने के एवज में राज्य शासन द्वारा लगभग 10 हजार 428 करोड़ रूपये से अधिक की सब्सिडी विद्युत वितरण कंपनियों को देने का निर्णय लिया। इस सब्सिडी से सर्वाधिक प्रदेश के कृषि उपभोक्ता लाभांवित होंगे, जिनकी सब्सिडी लगभग 10 हजार करोड़ रूपये होगी।
मंत्रि-परिषद ने पंडित कुंजीलाल दुबे राष्ट्रीय संसदीय विद्यापीठ, भोपाल में अधीक्षक तथा सहायक प्रोग्रामर का एक-एक पद निर्मित करने का निर्णय लिया। भू-अर्जन, सर्वे और डिमार्केशन सर्विस चार्ज योजना' के क्रियान्वयन के लिये वित्तीय वर्ष 2017-18 से 2019-20 के मध्य कुल राशि 300 करोड़ रूपये का अनुमानित व्यय अनुमोदित करते हुए मंत्रि-परिषद ने योजना का आगामी तीन वर्ष तक निरंतर क्रियान्वयन करने की मंजूरी दी। इसी के साथ, प्रदेश के सभी 51 जिलों में पोषण अभियान (राष्ट्रीय पोषण मिशन) क्रियान्वयन करने की वित्तीय वर्ष 2019-20 तक की स्वीकृति दी गई। अभियान को वर्ष 2018-19 एवं 2019-20 में संचालित करने के लिये कुल 575 करोड़ 87 लाख रूपये मंजूर हुए। इसमें 20 प्रतिशत व्यय भार राज्य शासन द्वारा वहन किया जायेगा।
मंत्रि-परिषद ने चाणक्यपुरी, नई दिल्ली में नव-आवंटित भू-खण्ड पर नये मध्यप्रदेश भवन के निर्माण के लिये एनबीसीसी द्वारा प्रस्तुत परिकल्पना/ प्रारंभिक प्राक्कलन के आधार पर 149 करोड़ 87 लाख रूपये के नीतिगत/सैद्धांतिक प्रस्ताव को अनुमोदित किया।
Stadium to be built in Umaria :
The Cabinet granted approval for the scheme of construction and maintenance of stadium in Umaria district and also granted Rs one crore 55 lakh 12 thousand for it.
2-year Coaching Yojana for Scheduled Caste students:
The Cabinet approved a new ‘Two-year Coaching Yojana’ for the preparation of national competitive examinations like JEE, NEET, AIIMS, NDA and CLAT etc. for the meritorious Scheduled Caste students of the state and also took a decision to run the scheme for year 2018-19 to year 2019-20. In addition to this, it was also decided to provide benefits of payscale at par with teacher cadre to eligible shikshakarmis/contract teachers of grant-aided non-government institutions under Tribal Welfare Department from July one, 2018.
Under the operation of Senior Hostels Scheme, the Cabinet decided to give continuance of the scheme for the year 2017-18 to 2019-20 for the purpose of providing residential facility to the Scheduled Caste students from their place of residence to a different place.
Redressal of wage discrepancies of Vanrakshaks:
The Cabinet gave facto approval to the action taken by Forest Department of merging the Forest Department's Vanrakshak’s Junior Pay Scale (Grade Pay 1800) and Senior Pay Scale (Grade Pay Rs 1900) to Grade Pay Rs 1900 from September 8, 2014.
The Cabinet also decided to consider eligibility for Grade pay of Rs 2400 after calculation of period of service on grade pay of Rs 1800, Rs 1900 and Rs 2100 by the Forest Department on September 8, 2014, or on subsequent date, after completion of 10 years of service period, if there are other prescribed qualifications for the pay scale. Similarly, the Cabinet decided to consider eligibility for Rs 2800 grade pay on the completion of other prescribed qualifications of timescale payscale on completion of 20 service period on September 8, 2014 or corresponding date in grade pay Rs 1800, Rs 1900, Rs 2100 and Rs 2400 by the Van Rakshak.
Other important decisions:
The Cabinet decided to create six new contractual posts of data entry operator in Revenue Board, Gwalior. They will be paid honorarium as per the Contract Appointment Rule issued by the General Administration Department. Moreover decision has also been taken to make 44 temporary structures and 4709 posts permanent and to declare 146 purposeless posts as dying cadre.
The cabinet has given its approval to state’s subsidy in electricity rates came into effect with the tariff issued by the Madhya Pradesh Electricity Regulatory Commission on May 3, 2018. Along with this, decision has been taken for giving subsidy of over 10 thousand 428 crore by the state government to Power Distribution Companies in place of rebate to consumers in electricity rates implemented by the Commission for 2018-19. Maximum consumers of agriculture sector will be benefitted by this subsidy, which will come about Rs. 10 thousand crore.
Moreover, the Cabinets has taken a decision for creation of One post each of Superintendent and Assistant programmer for Pandit Kunjilal Dubey Rashtriya Sansdiya Vidyapeeth, Bhopal. While approving an estimated expenditure of total Rs. 300 crore between the fiscal year 2017-18 and 2019-20 for implementation of Land Acquisition, Survey and Demarcation Service Charge Scheme, the cabinet has given its approval for constant implementation of the scheme for the next 3 years. In addition, approval has been given for implementation of Poshan Abhiyan (National Nutrition Mission) in all the districts of the state till 2019-20. An amount of Rs. 575 crore 87 lakh has been approved to conduct the abhiyan in 2018-19 and 2019-20. Under this, the burden of 20 percent expenditure will be borne by the state government.
Furthermore, the cabinet has approved the proposal of Rs. 149 crore 87 lakh in principle on the basis of hypothesis/primary estimate presented by the NBCC for construction of New Madhya Pradesh Bhavan on the newly allotted plot at Chanakyapuri, New Delhi.
